說明

This dataset consists of records of birds that were made in XIX and XX centuries (in particular cases earlier) and are stored now in a form of paper registration cards and questionnaires in collections of Department of ecology and zoology of ESC "Institute of biology and medicine", Taras Shevchenko national university of Kyiv. Since the records are kept in only a paper form - the data might be lost, especially in terms of war and natural factors. So the dataset is a form of digitalized database, representing the information of observation of certain species of birds n Ukrainian territory in the past few centuries.

The project is aimed at preparing Ukraine for EU accession by implementing the provisions of Articles 3 and 4 of Council Directive 92/43/EEC of 21 May 1992 on the conservation of natural habitats and of wild fauna and flora (the Habitats Directive) and Article 4 of Directive 2009/147/EC of the European Parliament and of the Council of 30 November 2009 on the conservation of wild birds (the Birds Directive), specifically regarding the establishment of the NATURA 2000 network. Within the framework of Negotiation Cluster 4 on Ukraine’s EU accession – “Green Agenda and Sustainable Connectivity”, Chapter 27: Environment and Climate Change, Ukraine is required to reform its nature conservation system in line with the provisions of the Habitats Directive and the Birds Directive. A key element in implementing these Directives is the establishment of the NATURA 2000 network to protect certain species and habitats of EU importance (Articles 3 and 4 of the Habitats Directive and Article 4 of the Birds Directive. Under the Birds Directive, they must designate the core breeding, resting and wintering sites for 190 rare or threatened bird species listed in Annex I of the Directive, as well as for certain other migratory bird species. Under the Habitats Directive, countries must designate sites for over 1000 plant and animal species and 233 habitats. These are listed in Annexes I and II of the Directive respectively. The proposed Project aims to implement steps 3 and 4 and to lay the groundwork for steps 5 and 6. The creation of a dataset for the NATURA 2000 network requires the involvement of hundreds of experts (zoologists and botanists), as well as other stakeholders (local authorities, land users, and state authorities). This work must be carried out for each individual species according to EU methodology. The institutional capacity of state authorities does not enable them to perform this task independently. Therefore, we propose establishing an expert environment to prepare the dataset for the NATURA 2000 network and developing a clear system of interaction and engagement with key stakeholders, primarily state authorities responsible for preparing Ukraine for EU accession in terms of implementing the EU Habitats and Birds Directives' requirements. The implementation of the proposed project will have an impact on the fulfillment of national and international commitments, including the following: The Association Agreement between Ukraine and the European Union of 16 September 2014, in the section “Nature Protection” (Annex XXX to Chapter 6 “Environment”), provides for the implementation of the provisions of the Habitats and Birds Directives. By Resolution No. 225/3 of 22 January 2025, the Verkhovna Rada Committee on Environmental Policy and Nature Management approved the recommendations of the hearings on the topic “Legal framework for the functioning of an effective system of protected areas and sites as a basis for the conservation and restoration of biodiversity: current issues.” These recommendations stipulate the need to ensure the preparation and development of legislative amendments aimed at the full transposition of the provisions of the Habitats and Birds Directives, particularly regarding the establishment of conservation regimes for flora and fauna species listed in the annexes to these directives. According to paragraph 294 of the Government’s Priority Action Plan for 2025, it is envisaged to ensure the preparation of sectoral positions regarding the adaptation of legislation in areas of responsibility, including the field of environmental protection, as well as other international obligations of Ukraine in this area. The primary stakeholders in the implementation of the Project are the Committee of the Verkhovna Rada (Prliament) of Ukraine on Ukraine’s Integration into the European Union and the Ministry of Economy of Ukraine (letters of support from these institutions are attached to the project proposal), as well as the Committee of the Verkhovna Rada of Ukraine on Environmental Policy and Nature Management. The implementation of the Project directly contributes to the technical work outlined under Cluster 4 on Ukraine’s EU accession – “Green Agenda and Sustainable Connectivity”, Chapter 27: Environment and Climate Change. This work, along with its further communication within the Council of Europe and implementation in Ukraine, falls under the mandate of these government bodies, particularly regarding the transposition of EU directives. Other stakeholders include specialized scientific institutions, as well as civil society organizations working in the field of biodiversity conservation and protected areas support (it was through the efforts of these stakeholders that the Emerald Network of Ukraine was developed in the past). Indirectly, all citizens of Ukraine are also stakeholders, as achieving the Project’s objectives will contribute to advancing Ukraine’s progress toward European integration. The project is funded as a part of EU INTEGRATION SUPPORT PROGRAMME FOR UKRAINE (Ukraine2EU). Contracting authority: Central Project Management Agency (Lithuania).

取樣方法

To create the dataset, only reliable records were used (those with clear and understandable description of the place, where the record of bird(s) was made). It means that they contained sufficiently accurate information about the find so that the locations could be identified geographically. We identified the registration places and determined their geographical coordinates using Google Earth Pro and QGis v. 2.18 software. Species identification was made by the observers and is indicated on the card. No additional photo-material was provided.
